Earlier this month, West Ham rejected an offer from Arsenal that would have set a club record and might have cost up to £90 million (£75 million plus £15 million in add-ons).
Later, Manchester City made a formal offer of an original £80 million plus an additional £10 million in add-ons, but it was also turned down.

The other verbal offer most likely originated from City. Despite being viewed as an outsider, Manchester United is keeping an eye on the issue. Chelsea, who had previously targeted Rice, has not made an offer.
Mikel Arteta’s top objective is Rice, and Arsenal has gone above and above to court the West Ham captain. Rice and Arteta share a mutual admiration for one another. The 24-year-old is expected to play in midfield with Kai Havertz, who will cost £65 million to join Arsenal from Chelsea. Havertz has experience playing as a No. 9 for Chelsea, although he prefers a deeper position.
