Athletes from Russia are competing as the “Russian Olympic Committee”.
In a way, yes. The World Anti-Doping Agency has imposed a two-year ban on Russia for its state-sponsored doping program. No Russian athlete can compete in the Olympics, Paralympics, or World Championships between December 17, 2020, and December 17, 2022.
The initial ban of four years was reduced to two years in 2020, it still ensured no official Russian team present at the Olympic Games in Japan or the 2022 World Cup in Qatar.

The Russian anthem will not be played when a ROC athlete wins a gold medal. Vitalina Batsarashkina earned the ROC’s first gold medal in Tokyo earlier Sunday in the 10m pistol event. Music from Tchaikovsky’s Piano Concerto No. 1, which will also be performed for other ROC gold medalists, greeted her.

Will Russia participate in the Beijing Olympics in 2022?
The ROC will compete in the Winter Olympics in Beijing in February 2022 instead of Russia. Russia was also sanctioned for the 2018 Winter Olympics in Pyeongchang, where competitors were referred to as “Olympic Athletes from Russia.”
Unless further restrictions are imposed, Russia’s usual contingent, with its flag and anthem, will return.
